More Useless Canadian Government

Tragic. The scene has a road running parallel to a canal. There is no guardrail between the road and the canal on the section where accident occured.

Surely local government could (a) plant vegetation - which appears to have saved at least one other vehicle in the past (b) put surface concrete barriers up such as those that divide traffic on the 400 series roads in the interim while they figure out how to move the canal.

I wonder how they manage to change lightbulbs in their houses?
